Checklist for Non-Fully Vaccinated Travellers Aged 13 and Above
Instructions before use:
This checklist is for all travellers, including Singapore Citizens and Permanent Residents, born in or before 2009 (i.e. aged 13 and above by year of birth), who are entering Singapore from any country/region via air, land or sea, and are:
- Non-fully vaccinated against COVID-19 with WHO EUL vaccines;* OR
- Certified medically ineligible for COVID-19 vaccination
If you are fully vaccinated or born in or after 2010, refer to this checklist instead. Travellers transiting in Singapore to another destination and not clearing Singapore immigration should refer to the “Transiting through Singapore” page for information.
*To be considered fully vaccinated, travellers must have taken at least one dose of Janssen/J&J, or at least 2 doses of AstraZeneca, Covaxin, Moderna/Spikevax, Covishield, Novavax/Covovax/Nuvaxovid, Pfizer/BioNTech/COMIRNATY, Sinovac or Sinopharm. Mixtures and boosters of these WHO EUL vaccines, and recovery from COVID-19 with vaccination, are also acceptable. For a smooth travel experience, read each step below carefully. Travellers can be turned away at pre-boarding or immigration or subject to penalties if they do not comply with the requirements.

Entry approval is not required if you are a:
- Singapore Citizen or Permanent Resident
- Long-Term Pass holder, including In-Principle Approval holders, born between 2005 and 2010 (inclusive), and arriving before 1 Jul 2022 only. Entries from 1 Jul 2022 will require entry approvals.
For all other non-fully vaccinated travellers, entry to Singapore is not allowed unless entry approval is obtained. Click your traveller profile below for details on how to apply:

Student’s Pass (STP), STP In-Principle Approval Holders and their Eligible Immediate Family Members
- Applications must be submitted at least 1 week before the desired date of entry using this application form.
Long-Term Pass Issued by MOM
- Submit an exemption request before entry. Request is subject to approval. Visit the MOM website for more details.
At least 4 days before the desired date of entry, apply for entry via the SafeTravel Office Application Portal
Entry request must be submitted using this form, with the relevant supporting documents (e.g. doctor’s memo, death certificate).
The following types of travellers must prepare the additional documents below if necessary, for pre-boarding and immigration clearance. Visitors must also ensure that your passport is valid for at least 6 months.

- Buy travel insurance with minimum coverage of S$30,000 for any COVID-19 related medical charges.1 Insurance can be purchased with a Singapore or overseas-based insurer (see examples here)
- Apply for an Entry Visa if you hold a passport or travel documents issued by visa-required countries/regions
Footnote 1 Insurance is strongly encouraged but not mandatory for those who received entry approval via the SafeTravel Office Application Portal. Short-term visitors are responsible for all costs associated with COVID-19 treatment and recovery throughout their stay in Singapore.
Obtain a Yellow Fever Vaccination Certificate, if not you will be subjected to 6 days quarantine on arrival.
Ensure you have a valid Vehicle Entry Permit (VEP) approval email, Autopass card and motor insurance. VEP, insurance and Autopass services are not available at Singapore's land checkpoints.

- Update the foreign-registered car and motorcycle road tax and motor insurance for existing valid Autopass cards:

Defer your travels if you have experienced the onset of any COVID-19 symptoms in the last 7 days before departure. This may include fever, cough, runny nose, sore throat, loss of taste or smell.
Otherwise, complete your SG Arrival Card (SGAC) up to 3 days before your arrival in Singapore. The SG arrival card (SGAC) is a simple and free arrival declaration of your travel and health details. Upon the completion of your SGAC, you will receive an email acknowledgement which you can present for smoother pre-boarding and immigration checks.
A Pre-Departure Test (PDT) is not required if you tested positive for COVID-19 between 14 to 90 days before your date of departure for Singapore - use this tool to check if the pre-departure test can be waived, and the documentation required to prove your first infection or recovery.
Otherwise, take any of the following COVID-19 tests within 2 days before departure:
- COVID-19 Polymerase Chain Reaction test (PCR test) at an internationally accredited or recognised lab/clinic/medical facility - travellers should seek advice from the country’s/region's Ministry of Health equivalent for the approved COVID-19 PCR test providers; OR
- Antigen Rapid Test (ART) that is:
- Administered by a trained professional; or
- [Singapore Citizens, PRs and Long-Term Pass Holders (including In-Principle Approval holders) only] Self-administered Antigen Rapid Test (ART) remotely supervised by an approved ART provider in Singapore.
Ask for a non-handwritten PDT report that is in English (or accompanied by a notarised English Translation) with the following details:
- Traveller's name, and Date of Birth or Passport number (per the passport used to travel to Singapore); and
- Reflects the date and result of the COVID-19 test.

You will be placed on 7-day Stay Home Notice (SHN) upon arrival. During this period, you will remain in your declared SHN accommodation for the full 7 days (see Stage 3 for details).
Secure any of the following accommodation for at least 7 days for your SHN:
- Place of residence (excluding workers' dormitories);
- Serviced apartment; or
- Hotel of choice from this non-exhaustive list.

Before making a hotel booking, check and ensure that the hotel can accommodate guests serving SHN. If you are serving your SHN at a place of residence, remain in isolation for the full 7-day period and minimise contact with household members. This includes the use of personal bathrooms. Take the following precautions if bathroom sharing is unavoidable:

Follow the instructions of officers and signage on arrival for the appropriate clearance lanes, and provide all documents, including proof of tests, and information required by the immigration officer.
Upon clearance, an e-Pass (i.e. Visit Pass) stating the period of stay granted will be issued to foreign short-term visit pass travellers via the email address indicated in the SGAC. Passports will no longer be stamped.
If you are symptomatic on arrival, you may be directed to take a COVID-19 test. Each Antigen Rapid Test (ART) administered will cost S$30, while each COVID-19 Polymerase Chain Reaction Test (PCR Test) will cost S$138.
Following immigration clearance, you will:
- Receive a 7-day Stay-Home Notice (SHN) via the email address provided in your SGAC declaration; and
- Commute directly to your declared SHN accommodation using private transport, taxis (including street-hailed taxis) or private-hire car (GrabSHN, Go-Jek, Ryde, MVL Tada). The use of public transport (e.g. trains, buses) is prohibited.
The 7-day Stay Home Noticerequires you to quarantine and takes effect immediately upon its issuance. Remain in your declared SHN accommodation for the period specified in the notice, unless you are:
- Directed by the relevant authority to leave your accommodation; OR
- Scheduled to take your mandatory SHN-exit COVID-19 Polymerase Chain Reaction Test (PCR Test).
To avoid queues, pay for your SHN-exit PCR test during your application for Entry Approval. Otherwise, pay for the test using the payment link found in your SHN (sent to your email address) before your appointment. Including GST, each test is S$125.
If you did not receive your test appointment details a day before the end of your SHN, contact the SafeTravel Office at 6812 5555 for assistance. If you are unwell on the day of your test, remain in your SHN accommodation and alert the relevant authorities.
Your SHN will end upon completion of the 7-day SHN period applicable, or upon receipt of a negative PCR test result, whichever is later. The failure to comply with any SHN-related requirement is an offence under the Infectious Diseases Act. Errant travellers will first be issued an Electronic Monitoring Device (EMD) from ICA. Q1) Commuting to SHN location and to/from COVID-19 test site
The commuting arrangement stated at Stage 2B will continue to apply for the SHN duration.
Q2) SHN end date:
Use the SHN calculator for your estimated SHN end date or refer to the illustrations below. If you need to leave your SHN for an emergency, e.g. funeral or hospital visits, submit a written request to the SafeTravel Office for assistance.
Illustration 1:
Traveller A cleared immigration on 1 March 2022. The effective period of his SHN is 1 – 8 March 2022. He had received a negative PCR test on 8 March and can exit his SHN accommodation on the same day.
Illustration 2:
Traveller B cleared immigration on 1 March 2022. The effective period of her SHN is 1 – 8 March 2022. As she did not receive a negative PCR test report on 8 March, she must remain in her SHN accommodation until she receives a negative PCR test result.
Q3) Getting daily essentials:
You can opt for home delivery service or enlist the help of others. When collecting these items, avoid collecting them personally. You may also contact the SafeTravel Helpline at 6812 5555 for advice.
Q4) I received a call claiming to check on me during SHN, is it a scam?
During the SHN period, randomised in-person or phone/video compliance calls will be conducted.
All in-person or phone/video compliance checks are conducted by the Immigration & Checkpoints Authority (ICA), Ministry of Manpower (MOM), or the Ministry of Education (MOE). Authorised officers conducting house visits will produce their warrant cards or authorisation letters as proof of identity. For phone/video compliance checks, travellers will only be asked for the last four digits of their identity card or travel document for identity verification.
Any request for payment or credit card details made over phone may be a scam. If you suspect you have received a scam call, please contact the Police hotline at 1800-255-0000.
If you test positive for COVID-19, adhere to these recovery protocols.
In the event where you are assessed to be ineligible for home or in-situ recovery, you may be conveyed to a suitable COVID-19 care facility. Information on treatment and costs for COVID-19 for travellers can be found on this page.
You may go about with your activities after completing SHN. However, you should comply with the latest public health measures. This includes the use of the TraceTogether mobile application for contact tracing and to show your vaccination status at Vaccination-Differentiated settings (VDS). Refer to this guide to activate your TraceTogether application or write to support@tracetogether.gov.sg for assistance.
If you are not medically exempted from COVID-19 vaccination, you will not qualify for entry into any vaccination-differentiated settings (e.g. attendance at large scale events, dining restrictions).
Complete the full vaccination regimen within two months of arrival if you are:
- Born in or before 2009 (i.e. aged 13 and above by year of birth); AND
- Hold a Long-term Pass, e.g. Student’s Pass, Work Pass.
By completing the requisite vaccination regimen, you will be eligible for the renewal or extension of your long-term pass. If you suffer from a medical condition that disallows you from being vaccinated against COVID-19, obtain medical certification within 30 days of your arrival in Singapore to prove your ineligibility for all COVID-19 vaccines under the National Vaccination Programme.
