Entry Approval Requirements under the Work Pass Holder General Lane

Defer entry. Not allowed to enter Singapore until further notice. This applies even if pass holders had obtained an entry approval. In-principle approval (IPA) holders will have their IPA validities extended. Ministry of Manpower (MOM) will share more details on this later on. In the meantime, for IPAs that are expiring soon, employers can request for an extension. |

Note: Children 2 years old and below this year are exempted from the COVID-19 tests.
What Companies Must Do when Pass Holders Enter Singapore
- Ensure they comply with the SHN upon arrival, if applicable.
- Ensure they take all the required COVID-19 tests.
- Arrange for them to travel using the designated transport stated on the entry approval letters.
- Get them to download both WhatsApp and FWMOMCare app on their mobile phones.
- Ensure they respond to the Ministry of Manpower (MOM)’s phone calls, WhatsApp video calls or SMSes within 1 hour, and report their health status using the FWMOMCare app. This includes ensuring their prepaid cards have sufficient value.
- (Only for pass holders who are issued an electronic monitoring device by the checkpoint) Ensure they install the mobile application and register the device within 1 hour of arriving at their SHN accommodation.
- Provide them with food and other daily essentials throughout their SHN, unless they are serving SHN at dedicated SHN facilities.
- Reschedule any non-emergency medical needs (e.g. follow-up visits for chronic conditions or refilling of prescription) so that they don’t need to leave their SHN accommodation.
What Pass Holders Must Do During Their SHN
Pass holders must:
- Remain in their SHN accommodation at all times.
- Carry their mobile phones with internet connection at all times. They must respond to MOM’s phone calls, WhatsApp video calls or SMSes within 1 hour. They must also report their health status using the FWMOMCare app.
- (Only for those who are issued an electronic monitoring device by the checkpoint) Wear the device and charge it throughout the SHN.
- Take all the required COVID-19 tests.
- Not have any visitors and minimise contact with others.
- Maintain a record of persons they come into close contact with.
- Act responsibly based on advisories issued by the Singapore Government.
Penalties for Non-compliance
Companies and pass holders have a joint duty to fulfil the entry approval requirements listed above. Work pass holders are also responsible for ensuring their dependants comply with the entry approval requirements.
If any party is unable to fulfil the requirements, please do not bring the pass holders into Singapore.
Enforcement measures, including criminal proceedings, revocation of passes and suspension of work pass privileges, will be taken for non-compliance or false declaration.
