Vaccination Requirements for Entry
Student’s Pass Holders and their accompanying family members must be fully vaccinated before arrival. This page outlines:

1. Criteria to be considered fully vaccinated

All others | The full vaccination regimen of WHO EUL vaccines at least 14 days before arriving in Singapore. Example: If the traveller received the full vaccine regimen on 1 Sep, the earliest he/she can enter Singapore is 15 Sep. Vaccines requiring 2 or 3 doses must be completed either using the same or different brands and taken based on recommended intervals between each dose. Those who were vaccinated overseas must also update their vaccination records in Singapore’s National Immunisation Registry within 30 days of arrival. |
2. Documents travellers should produce to prove they are fully vaccinated
Travellers must be able to produce documents to prove their vaccination status before boarding the flight, and upon arrival in Singapore. Otherwise, they will be denied entry. Travellers also have the option to upload their vaccination certificates onto the Vaccination Check Portal (VCP) and provide the letter issued by the VCP along with their certificates for verification.

Travellers who had earlier recovered from COVID-19 and took 1 dose of a WHO EUL vaccine thereafter must present acceptable proof of the first diagnosis date in addition to the vaccination certificate.
3. Additional requirements for travellers who were vaccinated overseas
Travellers who were fully vaccinated overseas must update (ingest) their overseas vaccination records in Singapore’s National Immunisation Registry (NIR) within 30 days of arrival in Singapore.
To do so, they must visit a private healthcare provider or Public Health Preparedness Clinic in Singapore, present their personal identification documents, valid vaccination certificate(s) and translated copies (if required), and take a serology test (if required). Please call in advance to check that the clinic is able to provide this service. The full cost of the service will be borne by the individual. If the travellers’ overseas vaccination records are verified and their serology test results (where required) are positive, their vaccination records will be updated in the NIR. Their vaccination status can then be viewed on the HealthHub and TraceTogether apps, which they may present to enjoy vaccination-differentiated safe management measures in Singapore.
If the travellers’ overseas vaccination records are not recognised or their serology test results (where required) are negative, they will have to complete the full vaccination regimen in Singapore within two months of the negative test result.
Note: Travellers who were vaccinated overseas and uploaded their digitally-verifiable vaccination certification in their SG Arrival Card or presented valid vaccination certificates to immigration officers upon arrival, may have their TraceTogether apps updated with a temporary vaccinated status. This may expire 30 days after arrival. Updating their vaccination records in the NIR as described above will allow the vaccinated status to be extended beyond 30 days.
4. Travellers who may enter without proof of vaccination
The following Student's Pass Holders and eligible accompanying family members may enter Singapore without proof of vaccination; subject to prevailing health protocols which may include a 7-day Stay-Home Notice:
- Travellers who are below 18 years old on the date of entry.
Unvaccinated travellers who are 13 years old to below 18 years old on the date of entry will need to complete the full vaccination regime within 2 months of arrival. You may visit https://www.vaccine.gov.sg for information on the COVID-19 vaccination programme in Singapore.
Travellers who are 13 years old to below 18 years old on the date of entry, and who were fully vaccinated overseas, must update their vaccination records in Singapore’s National Immunisation Registry within 30 days of arrival.
Note: Student’s Pass and other Long-Term Pass (including In-Principle Approval) holders below 18 years old may enter without entry approvals. However, eligible accompanying family members aged 13 to below 18 years old who do not hold Long-Term Passes must have a valid entry approval if they are not fully vaccinated.
- Travellers who cannot be vaccinated due to medical conditions
To be considered for exemption, travellers must submit a request and upload a doctor's memo. This should be done at least 1 week before the intended date of entry.
Such travellers will need to undergo a medical review in Singapore with a Singapore-registered doctor within 30 days of arrival, and be certified to be medically ineligible for all COVID-19 vaccines under Singapore’s National Vaccination Programme. Otherwise, they must complete the full vaccination regime within 2 months of arrival.
The exemption request must be approved before the traveller can enter Singapore.
5. Undertakings and penalties for non-compliance
Student’s Pass (including In-Principle Approval) Holders and other travellers entering under the Student’s Pass Holder Lane must adhere to all requirements set out above. Strict enforcement action, including revocation of passes, will be taken for non-compliance or false declaration.
In addition, they must furnish to the Singapore Government, upon request:
- their vaccination records showing that they are fully vaccinated against COVID-19 in accordance with the requirements set out above (including ingesting their overseas vaccination records in Singapore’s National Immunisation Registry);
- the results of their serology test taken in Singapore (for those who were vaccinated overseas and where serology tests are required) and, if such result reflects that they are not fully vaccinated, their vaccination records showing that they are fully vaccinated against COVID-19 in accordance with the requirements set out above; or;
- certification that they are medically ineligible for all vaccines under Singapore’s National Vaccination Programme.
6. Summary of the vaccination requirements for entry for Student’s Pass (STP) Holders and eligible accompanying family members
